Aiso the timing IS calibrated? With the timinggun hooked up to a lead between the coil and the plug (not to the "timing loop" on the wiring)? Are you sure BOTH turbos are spinning? If you unhook the pipes coming from them and rev the engine a little it should blow out both of them. You will probably also "hear" them if you shut the engine of and run to the pipes and listen for them spooling down. It should take a few seconds before they stop. Your idlesystem... Is it complete and intact? Didnt disconnect any of it? Mainly thinking about the air regulator here. It needs power to heat up the bimetal to close up. Its grounded through the fuelpumprelay. If it doesnt close you will have a big boostleak going from the balancetube to the DS intake tubing.
